No power, yet it was promised, no transformer, though requests have been made in plenty, promises by the officials have been made in abundance but the actions are not at all forthcoming!
Will they ever be the question that lingers in the minds of people as they wait patiently for something to happen in the near future.
This is yet another tale from Surankote and Marhote is the place to be precise where a request was made by the people for installation of a transformer, promises were made by the officials yet nothing happened though the fact is that all villages in India were to be provided with power and electricity. And the scheme was initiated by none other than the Prime Minister of India Narendar Modi.
But perhaps in District Poonch the officials work on their own logarithm theorems and as usual mess it up always and every time. Here also the goof up has been big time.
The PDD officials yet far have not developed the habit of listening with curiosity. Speaking with honesty and acting with integrity. The greatest problem with their communication skill is they don’t listen to understand. They listen to replies and that invariably is negative. They have conveniently forgotten that when we listen with curiosity, we don’t listen with the intent to reply. We listen for what’s behind the words. None has so far understood this and thus the people are left on their own and their predicament is that they can do nothing about it.
The officials have a very legendary set of vocab where words can be twisted into any shape. Promises can be made to lull the voices of the people. In the final analysis, words mean nothing, actions do but in PDD department Sub Division Surankote they fancy inaction and that is the rule of the thumb.
The officials and the staff in Surankote have learnt one trick which they use time and again and that is crying wolf, they keep looking for sympathy as a justification for their actions, Non availability of funds is the invariable excuse. But what happens when they have it in boatloads? Well that’s another story anyway.
Their desires dictate their priorities (everyone knows as to what their desires are), priorities shape their choices, and choices they make are equal and opposite to work they do! A poor and pathetic show of implementation of a job at hand is the most probable result as it can be seen here in this village.
The story of deplorable power and electricity supply in District Poonch continues as Niaz Bhatt, General Secretary of Sarpanch Association Surankote, came forward to talk to me regarding the installation of a power transformer in Ward No.3 of the Panchayat Marhote. This was yet another pathetic fable of PDD Department’s ridiculous failure to do the job which is their primary concern because they are being paid for the same.
I still remember that when the Rural Body elections were held in UT Jammu and Kashmir the people were extremely happy since the slogan was ’governance at the doorstep where panches and sarpanches were to play an important role. Nothing much happened and then came a series of ambitious back to village exercises where the aim was the same to let panches and sarpanches deal with the problem of the people. Most consider it as a waste of time now. But where did they have to go with the problems of the people? Obviously to the department heads to whom the grievances had been made. The applications were indeed taken and the decent vocabulary used that the job would be done. But it never happened that way since no action was ever taken. Even if it was at a later stage it was again in a slipshod manner. This story from Marhote testifies this to the hilt and this is what it is:

The story dates back to three years when the PDD department very magnanimously sanctioned a transformer to the above stated Ward.
Needless to mention the sanction remained in papers and nothing ever moved. It could not have since no one took interest.
Or was it that the transformer was put somewhere else as the people allege and mind you the officials in PDD Sub Division Surankote are quite capable of doing all this.
Obviously if the transformer had been installed by now the people would have been the happiest lot. Time and again I have said that the people in the hills get happy at small actions taken by the administration which are very big for them. Installation of a transformer could have been a massive one but it was never to be.
Now it is again the XEN PDD District Poonch who has to make his presence felt and make sure that these three years of running around marathon of the people of Marhote Lower Left comes to an end. It’s high time that it did.
This is not the first story from Surankote that concerns the PDD, there have been several others and God knows as to how many more will emerge. Okay fine people can be wrong once, they can be wrong twice or say thrice, they cannot always be wrong. Any decent man sitting in the chair will understand that three years for putting in a transformer is a bit ridiculous since the issue at hand is not big. It would have been okay if it was a thing that would’ve happened a decade and half back when the conditions prevailing were scary. But not now when everything is moving fine. The virus is now dictating terms no doubt, that also agreed but it was not there three years back? This thing was a matter of fact and should have been done by now, but it wasn’t! Hopefully now it will be!
