New Delhi, 29 August : The Central government on Saturday issued fresh guidelines in the ‘Unlock 4’ phase beginning September 1 that will remain in force till September 30.
In the ‘Unlock 4’ guidelines, the Central government paved way for opening up of more activities in areas outside of the containment zones in view of the coronavirus pandemic.
What is new in the Unlock 4 guidelines
Metro rail services will be allowed to operate from September 7 in a graded manner by the ministry of housing and urban affairs/ ministry of railways, in consultation with the ministry of home affairs.
Social/academic/sports/entertainment/cultural/religious/political functions and other congregations will be permitted with a ceiling of 100 persons, from September 21.
States, UTs may permit upto 50% of teaching, non-teaching staff to be called to schools for online teaching, tele-counselling related work.
Open air theatres will be permitted to open from September 21.
State/UT governments will not impose any local lockdown (state/district/sub-division/city/village level), outside the containment zones, without prior consultation with the Central government.
What remains same
Lockdown will continue to be implemented strictly in the containment zones till September 30.
Schools, colleges, educational and coaching institutions will continue to remain closed for students and class activity upto September 30.
There will be no restriction on inter-state and intra-state movement of persons and goods. No separate permission/approval/e-permit will be required for such movements.
All activities, except the following, will be permitted outside containment zones: (i) Cinema halls, swimming pools, entertainment parks, theatres (excluding open-air theatre) and similar places. (ii) International air travel of passengers, except as permitted by MHA.
Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years are advised to stay at home, except for meeting essential requirements and for health purposes.
